Youth Stamp Fair - Sat. October 15th at the Dudley
House...Loma Vista and Ashwood, Ventura, CA...WAS A
SUCCESS...thanks to all the parents and grandparents
who brought their children and grandchildren -- and
thanks to all our club volunteers. It was a good thing we
did for the youth of our area.
Mystic Stamp Co. again was generous with its starting
kits and U.S. catalogs, Kenmore donated packets, and
the ASDA provided beginning albums, available for
shipping costs. Wish I'd gotten all this stuff when I
started collecting.

VENTURA COUNTY STAR HAS A STAMP BLOG: John Weigle, newsletter editor and writer of a
stamp column for the Ventura County Star, has a new blog on stamp collecting at VentuCountyStar.

STEVE TURCHIK'S EXHIBIT ONLINE:

MINUTES OF THE
VENTURA COUNTY PHILATELIC SOCIETY
EXECUTIVE BOARD MEETING NOVEMBER 28, 2011
The meeting was called to order at 7:30pm on November 28, 2011 at the home of Elliott Burfitt. 6 members
attending were: George Lyon, Mel Dick, Elliott Burfitt, Bill Garner, John Weigle, and Frosty Godfrey.
The minutes of the Board Meetings of October were published in the November newsletter and were on the
Website.
Treasurer’s report: The Treasurer reports the General fund is $1,320.15; YSF is $1,670.80. Motion to
approve the report was made by Bill and seconded by Frosty. Report was approved.
Secretary’s report: Will contact members who have missed a meeting or two.
Vice president’s report: Mel handed out 2012 prepared schedule sheets for the Board to fill in programs:
Schedule of programs for 1st and 3rd meetings of the months
Dec. 5 – first Monday – a change in our usual schedule – 40 lot auction tonight
Dec. 19 – third Monday – Annual Christmas Party – 6:30pm
Jan. 2, 2012 – first Monday - YSF 12 lot Auction.
Jan. 16 -- third Monday – 40 Lot Auction
Jan. 30 – Board Meeting
Feb. 6 – first Monday – YSF Auction and Harold Lyle with stamps, etc.

President’s report: nothing at this time
Fund Raisers:
a. Topical Sales Books: doing very well
b. Auction: doing well.
c. Youth Stamp Fair auction: doing well.
d. Library: Steve is keeping up with things very well.
e. Projector Fund – we should have a few auction items at the end of each YSF auction for projector fund.

a. Hong Kong Auction probably April2.
b. APS Volunteer Awards – for John Weiglt and Ken and Sheri Oelschlager coming.
c. Discussed the idea of having seminars on both “How to Exhibit” and “How to prepare a Power Point
Presentation” so members can make presentations based on their collection interests.
d. Discussion on day-time meetings at Veteran’s Home.
e. Discussion on Ron Wong’s suggestinos for meetings – handout was given to Board members.
f. Discussion on the potential rentalor purchase of the digital projection which has not been resolved
New business:
a. Nominating Committee to be appointed. Election to take place at 1st meeting in February. New
officers take over 1st meeting in March.
b. John Weigle received 10 large binders from a donor for YSF packets and/or YSF auctions.
Date and Place of next Board meeting – January 30 – this is the last Monday in January-- at Steve Carroll’s
residence. See Steve at meetings or call him at for directions. His number is in our roster. All members are
invited to Board Meetings.

THREE METHODS FOR FINDING THE VALUE OF YOUR COLLECTION
First Method: See if you can find a local stamp club. There are usually very knowledgeable people in the
club who can assist with what you want to do--maybe even offer to evaluate your stamps free of charge.
Your local post office might have advertisements for the stamp club on their bulletin board. Alternately,
you can go to the American Philatelic Society Web site and click on their "Local Clubs"; link to find
stamp clubs in your area. Shortcomings: The only real shortcoming here is that there might not be a
stamp club in your area.
Second Method: Scott Publishing Company prints a yearly catalog entitled, "Scott Catalog U.S.
Specialized". This catalog shows pictures and lists market values for all U.S. postal items that have a
Scott number associated with them. It even lists individual values for the different plate numbers and
positions.As of 2005 Scott will be including full-color stamp illustrations. The cost of this catalog is $55.
If you are a member of Amos Advantage the cost is somewhat less (see note below). You can order the
catalog online at Scott Online: Scroll down and on the left side in the Browse Products section
you will eventually see Scott catalogs. Ordering information can be found through this link.
Note #1: You can become a member of Amos Advantage by subscribing to one of their three paid
subscription services (including Linn's Stamp News, Scott Stamp Monthly, or Coin World), or you can
register online by clicking on the Amos Advantage link on the left side of their initial web page.
Note #2: You might check with your local public library. Many libraries carry Scott's catalog in their
reference section. Shortcomings:This is probably the best way to go if you want a precise market value
of all of your stamps individually. The only shortcoming (if you'd call it a "shortcoming") is the cost of
the catalog. It is comparably more expensive than the other catalogs you can use to do your own
research.
Third Method: If you want to just get an evaluation of a complete collection maybe for insurance or
selling purposes, you might consider hiring an expert. This could be a collectibles or antiques dealer, a
certified stamp specialist, or, as mentioned in Method 4, could be someone in the local stamp club. It
might be somewhat more expensive than the above methods and the evaluation won't be as complete
and detailed. We would imagine that insurance companies would require an expert evaluation in order
to determine premiums. Shortcomings: Like stated above, this type of evaluation will probably be
somewhat more expensive than doing your own research and the evaluation won't be as complete as if
the stamps are individually evaluated.
Tip: If you choose this method of evaluation, one thing that you should never do is ask, "What is this
collection worth?"; and then immediately follow that question with, "And how much will you give me
for it?"; This can create an ethical dilemna for the evaluator. If you do pay an expert to evaluate the
stamps, make sure that person is only doing it for the purpose of evaluating the worth. Don't mention
beforehand that you are interested in selling the collection as well.

Rules for Philatelic Auction
All rules for Society auction are made by the Executive Board and are subject to change. Disputes arising between
buyers will be decided by the auctioneer. All other disagreements will be handled by the Executive Board. Dates of
auctions are set by the Executive Board and are presently held the 3rd Monday of each month.
1. Material is accepted from Society members only. (Don’t forget to keep your membership current).
2. Auction sheets (5-1/2” x 8-1/2”) are provided by the Society or you may make your own, however, it is required
that the following format be at the bottom of the sheet to be used, and all information is to be
completed except “LOT NO.”

3. Lots will be accepted by the auctioneer at the regular meeting or by mail.
4. Reasonable care and security will be used to protect all lots, THE SELLER BY PLACING LOTS IN THE AUCTION
HEREBY AGREES THAT THE SOCIETY, ITS OFFICERS AND DIRECTORS AND THE AUCTIONEER ARE HEREBY
ABSOLVED OF ALL RESPONSIBILITIES. A list or inventory of lots is not maintained, each member is advised to
keep an updated list of their own.
5. Lots of any dollar amount are accepted, however, lots of less than $1.00 catalog are discouraged due to poor
return and time involved.
6. There are no reserves. Lots must be protected by the owner. If you cannot be present, lots can be withdrawn or
lots having over a $15.00 Scott Cat. value can be protected by calling the Treasurer prior to the auction date.
7. Lots found to have damaged stamps without notation or with incorrect catalog numbers will be changed by the
auctioneer or returned to the owner. In the event a lot of this type is sold the buyer can notify the auctioneer and if
found to be identified incorrectly, the Society will immediately reimburse the buyer and look to the seller for
reimbursement.
8. The auctioneer is allowed latitude on selection of lots for a balanced auction and the following will be followed:
A. 4 lots per member per exchange
B. Lots are considered by the oldest date received.
C. Each auction will contain approx. 40 lots (20 US and 20 foreign).
D. Catalogues, albums, etc. are accepted for auction only at the discretion of the auctioneer.
9. The Society’s fee for selling each lot is set by the Executive Board and is presently 10% of the price realized.
Each seller will be paid hammer price less commission. In the event you are high bidder on you own lot to protect
it, you will be charged 10% to a max. of $2.00. The owner will be expected to pay the full bid price at the night of the
auction and will be reimbursed accordingly, at the next meeting.
10. Bidding is acceptable from members and guests. All lots must be paid for in cash or check immediately after
the conclusion of the auction.
11. Disbursements to sellers will be held over until the next meeting. Checks not picked up will be mailed after a
reasonable time. Please cash checks immediately so that they do not become outstanding on the Society books.
The Treasurer cannot cash these checks for you as our bank does not want us to include our own checks in the
deposit.
12. If any member wants reconciliation of his or her stamps that the auctioneer is holding in his possession for
auction, the member may submit a request in writing to the auctioneer. With the request, the member must supply
number of lots, US or foreign and the date the member gave lots to auctioneer. If this information is not given to
the auctioneer, there will be a $25 fee to the auctioneer for his time needed to search through all the lots.
